Well you do know that ESO has already happened in the elder scrolls history and the ebonheart pact lost. The winner of the war and one who own cryodil even 1000 years later is the dagerfall covenant now known as the empire so no matter how much the nords wait they lose sorry you cant change history.
I'm curious as to what resource you have for this information. Seeing how Tiber Septim, the first individual (and only so far in ES history) to conquer the whole of Tamriel, was of Nordic descent, it would suggest that the Nords did in fact win out. Yes, they originally fought against him, but quickly switched sides when they recognized him as Dragonborn and as a user of the Thu'um at the Battle of Sancre Tor. It was then that Tiber Septim forced High Rock into his rule, though they came unwillingly. There has (as of my knowledge) been no information stating that the Kings of High Rock have ever ruled over the White Gold Tower or any significant part of Cyrodiil. That of course comes well after the events of ESO, but still, the Imperials ruled Cyrodiil when Tiber Septim came to strength, not Bretons.
